REQUEST FOR EXPRESSIONS OF INTEREST ACQUISITION AND IMPLEMENTATION OF AN ELECTRONIC PROPERTY MANAGEMENT SYSTEM (PMS)

The Urban Development Corporation (UDC) is desirous of developing and implementing a Property Management System (PMS) that aligns with the Corporation’s objectives and that will modernize the existing processes and improve related service delivery to internal and external customers. The anticipated duration of the assignment is nineteen (19) months.
The Government of Jamaica (GOJ) has entered into a four (4) year ESRI Enterprise Licence Agreement (ELA) for the provision of GIS Software to GOJ entities. The ELA is now entering its third year, and as a public sector entity, the UDC is guided by this imperative to leverage the ArcGIS platform by establishing the ESRI ArcGIS spatial technology as the central platform for designing and implementing the PMS. Though this is the preferred platform, if there is an opened source solution that can meet the needs and requirements of the UDC, same may be considered.
The UDC is therefore desirous of implementing a “best breed” solution within the framework of the ArcGIS Enterprise platform.
The PMS should perform five (5) primary functions:
I. Document management
II. Information management
III. System administration
IV. User account management
V. Workflow management and audit control
The UDC envisions that the procurement of and deployment of a PMS will be based on the ability of the supplier to:
Utilize the existing ArcGIS platform, as a first option, to leverage investment of such acquired licenses.
Manage all land information including but not limited to land use information, environmental data, land survey and land valuation.
Manage all property agreements including, but not limited to, leases, sales, contracts, property taxes, right of ways and easements
Manage information on leases including payments, expiration dates, obligations, terms, and other key data.
Manage time-sensitive expirations, obligations and tasks with automatic reminders.
Manage the workflow for all business processes
Integrate with the existing ArcGIS infrastructure to allow users to organize, create, view, query, modify and manage geospatial information and/or data for land assets with extensions to ESRI ArcGIS
Share information about assets across departments with web-based access to maps.
Share and request information from other departments such as the NRMEP, Sales and DP
Manage and track all documents that are shared between the Corporation and external agencies.
Provide easy-to-use tools for report generation, queries and ad-hoc reports
Schedule and distribute standard reports: acreage, exhibits, expirations, etc.
Manage unsolicited land requests from external applicants/customers
Manage business process re-engineering services to handle the change management process for the implementation of the solution.
The UDC now invites eligible suppliers to provide the services. Suppliers must provide the following information to establish their competence to perform the required services:
I. General background of the supplier
II. Description of similar projects undertaken
III. Experience as a supplier contracted for services within the last three years
IV. Availability of a team with proven track record in the following:
Land Information Management
Suppliers may associate with other firms in the form of a joint venture or a sub-contractor to enhance their qualifications. For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of a joint venture, the nationality of the firm appointed to represent it.
All information must be submitted in English. A detailed Terms of Reference for the assignment can be obtained on the Corporation’s website at www.udcja.com or at the address below during office hours 8:30 a.m. to 4:30 p.m. from Monday–Friday or via email: email@example.com.
Two hard copies of the Expressions of Interest must be received at the address below no later than March 13, 2018 at 3:00 p.m. (Jamaican Time). The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expressions of Interests – Development and Implementation of a Property Management System - UDC”
Following the assessment of submissions, a shortlist of applicants will be provided with the Standard Bidding Document and invited to submit Technical and Financial Proposals to undertake the assignment.
UDC reserves the right to accept or reject late applications or to cancel this invitation partially or in its entirety. It will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
