CONSULTANCY FOR STRATEGIC ENVIRONMENTAL IMPACT ASSESSMENT FOR GOVERNMENT CAMPUS PROJECT

The Urban Development Corporation (UDC), in accordance with the Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 invites sealed bids for the Provision of Consultancy Services to conduct a Strategic Environmental Impact Assessment for Government Campus Project.

ELIGIBILITY OF BIDDERS:
Bidders MUST submit the following with their bids:
· A copy of a valid Tax Compliance Certificate (TCC)
· Copy of Registration/Certificate of Incorporation

BIDS SUBMITTED WITHOUT A VALID TCC WILL BE AUTOMATICALLY REJECTED.

AVAILABILITY OF BIDDING DOCUMENTS:
Bidding Documents will be available for download as of Monday, November 22, 2021 on the Government of Jamaica Electronic Procurement website (www.gojep.gov.jm)

PRE-PROPOSAL MEETING:
A virtual Pre-Proposal Meeting will be held. The date and time for the Pre-Bid Meeting are as follows:

Date: Thursday, December 2, 2021
Time: 11:00am

Bidders attending the Pre-Proposal Meeting must notify the Director – Strategic Sourcing and Procurement by email (tenders@udcja.com), no later than 12:00noon on Wednesday, December 1, 2021, listing the contact information of the individual who will attend, (name, e-mail address and telephone). A link will be issued only to bidders that confirmed their interest.

SCOPE OF WORKS:
The Strategic Environmental Impact Assessment should include but not limited to:
1.1 Identify the issues of concern through the presentation of baseline data, which should include environmental, social, heritage, cultural and economic considerations;
1.2 Assess the public’s perception of the proposed development plan for the Government Campus;
1.3 Outline the Legislations and Regulations relevant to the project’s implementation; among others

CLARIFICATION AND QUERIES:
The UDC will respond to any request for clarification received by Thursday 9 December, 2021.

DEADLINE FOR SUBMISSION OF BIDS
Bids must be submitted online via www.gojep.gov.jm by Thursday 16 December, 2021 at 2:00pm. Late bids will be automatically rejected by the system.

BID OPENING
An online bid opening will take place on Thursday 16 December, 2021 at 2:15pm.

An online bid opening report will be generated by the GOJEP System and sent to all Bidders who submitted a bid.

This is an online tender where bids will only be made available and accepted via the Government Electronic Procurement Portal (www.gojep.gov.jm). No offline (hardcopy) bids will be accepted and there will be no physical box for drop-off of bid documents.
