Catering and Kitchen Concession at the Jamaica Conference Centre

UDC invites proposals for the operation and management of kitchen and catering services at the Jamaica Conference Centre.


The JCC was built in 1982, to the specifications and standards of the United Nations, by the Government of Jamaica (GOJ) and was officially opened on February 15, 1983 by her Majesty Queen Elizabeth II. Since then, the JCC has been catering to conferences of local and international bodies. Despite the fact that the conference centre was built to United Nations specifications the structure remains distinctly Jamaican, with local materials and craft items enhancing the aesthetics of an already magnificent structure. JCC is located on the scenic Kingston waterfront and boasts one of the most remarkable architectural designs in the Caribbean.

The Centre has five (5) Conference Rooms, three (3) Caucus Rooms, Reception Foyer, Dining Block, several Delegates Lounges and Offices.  Each conference room is equipped with simultaneous translation facilities for six (6) languages (English, Spanish, French, Chinese, Russia and Arabic), Conference room #1; the largest, capable of accommodating 1,050 persons has an observers’, public and press galleries.

The JCC also has a dining facility available. The facility on the first floor overlooks the entry plaza and reflecting pool to the north and the internal garden to the south.  It has a seating capacity of 300 persons. The ground floor, adjacent to the internal garden, seats 270 persons. Private dining can also be arranged in the delegates’ dining room, which is air-conditioned and seats 132 persons. Along with the dining areas there are two (2) kitchens; one on the upper level and one on lower level:

  1. Upper floor kitchen measures approximately 2,872 square feet
  2. Lower floor kitchen measures approximately 2,500 square feet


Applicants are invited to submit offers in accordance with the procedures stipulated in the Information Memorandum Document (IMD). The IMD is available on the UDC’s website at, as of December 20, 2021, and also at the address below between the hours of 9:00 a.m. and 4:30p.m., Monday to Friday, upon payment of a non-refundable fee of $3,500.00 by cash or Manager’s Cheque payable to the Urban Development Corporation.

A site visit will be held as part of the pre-proposal meeting. The date, time and location for the site visit/pre-proposal meeting are as follows:

  • Date: January 5th, 2022
  • Time: 2:00 pm
  • Location: 14 -20 Port Royal Street, Kingston


Bidders attending the pre-proposal meeting must notify the Director – Strategic Sourcing & Procurement by email:, no later than 12:00 p. m. on January 3rd, 2022 of the name and phone numbers of the individual who will attend.

Please note all COVID-19 protocols will be observed during the Site Visit/Pre-proposal Meeting and as such each firm will be limited to one (1) representative.  The representative must wear a mask and walk with hand sanitizer for personal use during the meeting.


Proposals must be deposited by Thursday, February 3, 2022 no later than 2:00 p.m., in the appropriately labelled Tender Box, located on the Ground Floor of the Office Centre Building, 12 Ocean Boulevard, Kingston Mall. Proposals submitted after this time and date will be automatically rejected.


The opening of proposals will commence at 2:15 p.m. on the same day (Thursday, February 3, 2022) on the Ground Floor of the Office Centre Building.


The Urban Development Corporation reserves the right to withdraw this opportunity at any time.  The Corporation also reserves the right not to accept the highest or any offer submitted.
