SALE OF HELLSHIRE PARK ESTATE COMMERCIAL COMPLEX

The UDC, the major development arm of the Government of Jamaica (GOJ), is the owner of the Hellshire Park Estate Commercial Complex in Hellshire, St Catherine. The decision has been taken to divest its interest; by way of sale, to facilitate redevelopment and expansion of the Complex to supply the growing residential community with modern commercial convenience. 

ELIGIBILITY OF BIDDERS: 

Bidders MUST submit the following with their bids:

  • A monetary offer for the acquisition of the property
  • A Guaranty Deposit for $500,000. The Guaranty Deposit may be in the form of a Managers Cheque payable to the Urban Development Corporation or a Banker’s Guarantee or Bond
  • One (1) comprehensive proposal is to be submitted which comprises two (2) sections. Sections are to be titled Part 1: Technical Proposal and Part 2: Financial Proposal.

For the complete list of documents to be submitted, please review the Information Memorandum Document. BIDS SUBMITTED WITHOUT A GUARANTY DEPOSIT WILL BE AUTOMATICALLY REJECTED. 

AVAILABILITY OF BIDDING DOCUMENTS:
The Information Memorandum Document will be available for download as of Wednesday, February 9, 2022 on the Urban Development Corporation website (www.udcja.com)

SITE VISIT / PRE-PROPOSAL MEETING:
A site visit will be held as part of the pre-proposal meeting. The date and time for the Site Visit/Pre-Proposal Meeting are as follows:

Date: Wednesday, April 13, 2022
Time: 10:00 a.m. 

Bidders attending the Site Visit/Pre-Proposal Meeting must notify the Director, Strategic Sourcing and Procurement by email (tenders@udcja.com), no later than 12:00noon on Monday, April 11, 2022, listing the contact information of the individual who will attend, (name, e-mail address and telephone). 

PREPARATION OF THE PROPOSAL

One (1) comprehensive proposal is to be submitted which comprises two (2) sections. Sections are to be titled Part 1: Technical Proposal and Part 2: Financial Proposal.

CLARIFICATION AND QUERIES:
The UDC will respond to any request for clarification received by Monday May 2, 2022. 

SUBMISSION OF PROPOSALS
The Bidder is required to submit one (1) hard copy of the proposal as well as a soft copy PDF electronic copy on a USB drive. The hard copy along with the USB drive is to be placed in a sealed envelope.

The sealed and labelled Proposal should be deposited in the Tender Box labelled “Request for Proposal, Sale of Hellshire Park Estate Commercial Complex, St Catherine”, located on the ground floor of the Office Centre Building, 12 Ocean Boulevard, Kingston, by the deadline for the submission of proposals indicated below. 

DEADLINE FOR SUBMISSION OF BIDS
Bids must be placed in the Tender Box provided by Monday, May 9, 2022 at 2:00pm. 

No late proposals will be accepted. 

OPENING OF PROPOSALS
The proposals will be opened at 2:15 p.m. on Monday, May 9th, 2022 on the Ground Floor of the Office Centre Building, Kingston. The proposals will be checked for compliance, based on all required documents as per Required Documents Checklist

Bidders or their representatives are invited to attend the opening if they so choose.
