CONSTRUCTION OF THE NEW HOUSES OF PARLIAMENT AT NATIONAL HEROES PARK, KINGSTON JAMAICA

The Urban Development Corporation (UDC) in accordance with the Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 hereby invites suitably qualified firms to submit bids for the Construction of the Houses of Parliament at the National Heroes Park, Kingston, Jamaica. Bidding will be conducted using the International Competitive Bidding (ICB) procurement methodology via the Government of Jamaica’s eProcurement (GOJEP) System.

BACKGROUND
The project site is the 52 acres National Heroes Park (NHP), located in Jamaica’s capital city of Kingston. The approximately 52-acre National Heroes Park is a historic Public Urban Park honoring Jamaica’s National Heroes, former Governor Generals, Prime Ministers and Patriots. Monuments to the honorees are located on the site as the “Shrine and Patriots Circle”.

Main features within the new Park design include the Shrine and Patriot Circle, a public plaza and pavilion, a water-wall/fountain feature, underground water storage, a substantial addition of local tree varieties, a working plant nursery for maintaining the park, public toilets, new perimeter fence and renovated existing fence, army barracks, enhancement of the Shrine and Patriots areas along with security features throughout the park.

DESCRIPTION OF WORKS
The construction work will include but is not limited to: –
(1) Construction of the new Houses of Parliament building located on an 11.2-acre site within the park,
(2) Upgrading of the historic public urban park,
(3) Construction of support buildings, infrastructure upgrades and the redevelopment and landscaping of the National Heroes Park (NHP).

ELIGIBILITY
The selected bidder will be required to obtain and submit a valid Tax Compliance Certificate/ Letter (TCC/TCL) and Public Procurement Commission (PPC) registration certificate prior to contract award. These documents are not required at the time of bid submission.

BID SECURITY
A Bid Security of JA$30,000,000.00 will be required

Bids submitted without a valid Bid Security will be automatically rejected.

AVAILABILITY OF BIDDING DOCUMENT

Bidding Document will be available for download as of Monday, April 4, 2022 on the Government of Jamaica Electronic Procurement website (www.gojep.gov.jm)

SITE VISIT
A site visit will be held on April 25, 2022 at 1:00pm GMT-5
Location: National Heroes Park, Kingston Jamaica

PRE-BID MEETING:
A virtual Pre-bid meeting will be held. The date and time for the Pre-bid meeting are as follows;

CLARIFICATION AND QUERIES
The UDC will respond to any request for clarification received by Thursday, June 21, 2022. Bidders are required to upload all requests for clarifications on the GOJEP Portal.

BID VALIDITY PERIOD
Bids shall be valid for a period of 180 calendar days commencing on the bid submission date

MODIFICATION/ WITHDRAWAL OF BIDS
A bidder can modify or withdraw their bid after it has been submitted but prior to the bid submission deadline. After the bid submission deadline, the withdrawal or modification of a bid will result in forfeiture of any bid security and rejection of the bid.

DEADLINE FOR SUBMISSION OF BIDS
Bids must be submitted online via www.gojep.gov.jm by Tuesday, June 28, 2022 at 2:00pm GMT-5 Late Bids will be automatically rejected by the system.

BID OPENING
An online bid opening will take place on Tuesday, June 28, 2022 at 2:15pm GMT-5

An online bid opening report will be generated by the GOJEP System and will be accessible to all bidders who submit a bid.

All documents submitted by bidders must be in English Language.

This is an online tender where bid will only be made available and accepted via the Government of Jamaica Electronic Procurement Portal (www.gojep.gov.jm). No offline (hardcopy) bids will be accepted and there will be no physical box for drop-off of bids.
