Job Summary:
The incumbent has the responsibility to manage and inform all costs related to civil engineering and building projects. This requires that sound quantity surveying and cost management principles be applied from the point of project conception and design, to tender, contract management, final accounting and close out.

The ideal candidate should have:
Specific Knowledge, Qualification and Experience
· Degree in Quantity Surveying or equivalent qualification from an accredited tertiary institution
· Member of Jamaican Institute of Quantity Surveyors (MJIQS) and/or the Royal Institute of Chartered Surveyors (MRICS) would be an asset or at least should be a goal
· Demonstrable evidence of having worked as a Quantity Surveyor on at least eight (8) construction projects
· Minimum of 8 years’ post registration experience, 2 of which are at a management level
· Expert knowledge of Pre and Post Contract Cost Management Services
· Sound knowledge of Construction Technology and techniques
· Sound knowledge of Project Management techniques
· Sound knowledge of the Government of Jamaica Procurement Guidelines
· Knowledge of the Procurement Guidelines of International Development Agencies e.g. World Bank, Inter-American Development Bank, Caribbean Development Bank
· Experience in claims/arbitration procedures and methods would be an asset

Required Skills and Specialized Techniques
· Knowledge of or experience with Cost Estimating tools
· Ability to communicate effectively in both oral and written forms
· Excellent human relations skills
· Sound Research, Analytical and Report writing and Presentation skills
· Sound Statistical, word processing, database and spreadsheet application skills
