Invitation to Bid: Construction and Landscaping of the Portmore Resilience Park

The Urban Development Corporation (UDC) in accordance with the Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 hereby invites suitably qualified firms to submit bids for the Construction and Landscaping of the Portmore Resilience Park, Lot 26 Portmore Town Centre, St. Catherine, Jamaica. Bidding will be conducted using the International Competitive Bidding (ICB) procurement methodology via the Government of Jamaica’s eProcurement (GOJEP) System.

BACKGROUND

The project site is located at Lot 26, Portmore Town Centre in St. Catherine. The park will be enclosed by a perimeter fence with two main vehicular entrances, each with a guard post and three (3) pedestrian entrances. The two main car parking areas will be situated on the eastern and western sides of the property in proximity to the vehicular entrance. Hardscape within the park will predominantly feature walkways, paved and permeable areas and walkable promenades. Site furniture will be placed in appropriate locations. The main softscape feature will be the great lawn, along with thematic zones for shade trees. A running track will meander through the park. The scope of works will include establishing an 18.75-acre green, recreational space comprising of expansive grassed areas for passive, contemplative spaces for relaxation in the form of hard and soft landscaped areas and park furnishings, active sports facilities i.e. tennis, multi-purpose, cricket training area, jogging trail and an indoor sports building, outdoor exercise zones, play area for children, water features, rain gardens, CCTV system, public wi-fi, commercial buildings (for administrative spaces, facilities maintenance, shops, restaurant/food court and other multi-purpose uses and more than 350 permeable parking spaces for patrons.

ELIGIBILITY: The selected bidder will be required to obtain and submit a valid Tax Compliance Certificate/ Letter (TCC/TCL) and Public Procurement Commission (PPC) registration certificate prior to contract award. These documents are not required at the time of bid submission.

BID SECURITY: A Bid Security of JA$30,000,000.00 will be required. Bids submitted without a valid Bid Security will be automatically rejected.

AVAILABILITY OF BIDDING DOCUMENT: The Bidding Document will be available for download as of Thursday, April 27, 2023, on the Government of Jamaica Electronic Procurement website (www.gojep.gov.jm)

SITE VISIT: A site visit will be held on Tuesday, May 16, 2023, at 1:00 pm (GMT-5) at Lot 26, Portmore Town Centre, St. Catherine, Jamaica.

PRE-BID MEETING: A virtual pre-bid meeting will be held on May 19, 2023, at 11:00 am GMT-5. Bidders are required to email tenders@udcja.com by Thursday, May 18, 2023, at 1:00 pm GMT-5 confirming their interest, following which a link will be shared.

CLARIFICATION AND QUERIES: The UDC will respond to any request for clarification received by Friday, July 14, 2023. Bidders are required to upload all requests for clarifications on the GOJEP Portal.

BID VALIDITY PERIOD: Bids shall be valid for a period of 180 calendar days commencing on the bid submission date

MODIFICATION/ WITHDRAWAL OF BIDS: Bidders can modify or withdraw their bid after it has been submitted but prior to the bid submission deadline. After the bid submission deadline, the withdrawal or modification of a bid will result in the forfeiture of any bid security and rejection of the bid.

DEADLINE FOR SUBMISSION OF BIDS: Bids must be submitted online via  www.gojep.gov.jm  by Friday, July 21, 2023, at 2:00 pm GMT-5. Late Bids will be automatically rejected by the system.

BID OPENING: An online bid opening will take place on Friday, July 21, 2023, at 2:15 pm GMT-5. An online bid opening report will be generated by the GOJEP System and will be accessible to all bidders who submit a bid.

All documents submitted by bidders must be in English Language.

This is an online tender where bids will only be made available and accepted via the Government of Jamaica Electronic Procurement Portal (www.gojep.gov.jm). No offline (hardcopy) bids will be accepted and there will be no physical box for the drop-off of bids.
