Request for Proposals: Provision of Consulting Services to Conduct Housing Socio-Economic Survey and Assessment

The Urban Development Corporation (UDC), in accordance with the Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 invites suitably qualified bids for the Provision of Consulting Services to Conduct Housing Socio-Economic Survey and Assessment of the Government Campus/National Heroes Park Project Area. Bidding will be conducted using the National Competitive Bidding (NCB) procurement methodology via the Government of Jamaica’s eProcurement (GOJEP) System.

The Scope of Work:

The Consultant will be required to carry out a comprehensive Housing Survey and Needs Assessment within the Project Area including inter alia:
 the compilation and evaluation of specific demographic data, economic characteristics and trends relevant to housing analyses
 current ownership, state and characteristics of the housing inventory
 existing government policies and incentives
 the adequacy, availability and proximity of selected community services
 engaging and sensitizing the area stakeholders and residents while collecting their feedback and input.
 quantifying the number of housing units needed in the market by tenure (rentals vs. for-sale), price point, bedroom type and market segment (e.g. families, seniors, disabled/special needs, young professionals, etc.).

ELIGIBILITY REQUIREMENTS:
Bidders MUST submit the following documents with their bids:
A copy of a valid Tax Compliance Certificate (TCC)

AVAILABILITY OF BIDDING DOCUMENTS
Bidding Documents will be made available for download on the Government of Jamaica Electronic Procurement website (www.gojep.gov.jm) on May 9, 2023.

PRE-BID MEETING
A virtual Pre-bid meeting will be held. The date and time for the Pre-bid meeting are as follows:

Bidders are required to email tenders@udcja.com by May 18, 2023, at 1:00 pm confirming their interest, following which a link will be shared.

CLARIFICATION AND QUERIES
The UDC will respond to any request for clarification received by June 10, 2023.

DEADLINE FOR SUBMISSION OF BIDS
Bids must be submitted online via www.gojep.gov.jm by June 20, 2023, at 2:00 p.m.
Late bids will be automatically rejected by the system.

BID OPENING
An online bid opening will take place on June 20, 2023, at 2:15 p.m.
An online bid opening report will be generated by the GOJEP System and will be accessible to all Bidders who submitted a bid.
