 Provision of Consulting Services – Pre-Horizon Scanning & Foresighting

The Urban Development Corporation (UDC) invites suitably qualified Consultants to submit proposals for the provision of consulting services to conduct a Pre-Horizon Scanning and Foresighting Study for the establishment of Jamaica’s Third City.

Scope of Services

The scope of services is the provision of consulting services to conduct a Pre-Horizon Scanning and Foresighting Study to aid in the identification of the most suitable site(s) for the location of Jamaica’s Third City. 

Summary of Objectives:

The main objectives of the Pre-Horizon Scanning and Foresighting Consultancy are summarized below:

i.      To analyze and document global trends for the next 10 through to 50 years in all sectors of the global economy to outline the economic, geopolitical, social, technological, environmental drivers

ii.     To identify key issues and changes in the global environment which may impact Jamaica’s economic development and growth prospects as per Vison 2030 in epochs of 10, 20, 30, 40 and 50 years

iii.   To set out possible and probable scenarios in response to i. and ii. and analyze same  with the drivers identified in 2 to produce plausible scenarios or futures

iv.   To identify, outline and develop or model a competitive and resilient economic base for the Third City which is consistent with the National Vision Statement – “Jamaica, the place of choice to live, work, raise families and do business”(Vision 2030 Jamaica – National Development Plan, 2009)

v.    To outline strategies to enable horizontal collaboration and sharing of information across ministries, departments and agencies and the citizenry as we seek to understand and explore the probable futures

 

Eligibility Requirements

Consultants must submit with their proposals at the time of bid opening, a copy of a valid Tax Compliance Certificate (TCC) or Tax Compliance Letter (TCL).

Collection of Documents

This is an online tender, where Request for Proposal documents will only be made available via the Electronic Government Procurement Portal (www.gojep.gov.jm).   Request for Proposal documents will be made available, for download, on Monday, December 18, 2017.

Pre-proposal Conference

Consultants are invited to attend a pre-proposal conference on Tuesday, January 16, 2018 at 10:00 a.m., at the offices of the Urban Development Corporation, The Office Centre Building, 12 Ocean Boulevard, Kingston in the Training Room, Ground Floor.

Submission of Proposals

The deadline for submission of proposals is Tuesday, January 30, 2018 at 10:00 A.M. The time displayed on the e-GP System will be used as the submission of proposal time.

Submission of proposals after the stipulated deadline date and time will be automatically rejected by the electronic portal.

No off-line (hard copies) will be accepted and there will be no physical tender box for drop-off of Request for Proposals document.

To submit proposals, please register on the e-GP System (www.gojep.gov.jm).

Interested consultants may contact the support desk of the Ministry of Finance and the Public Service or the Strategic Sourcing and Procurement Department, Urban Development Corporation at 656-8031, for assistance and training in the use of the e-GP system.

The Urban Development Corporation reserves the right not to accept the lowest, or any other tender or to annul the tender process and reject all tenders at any time prior to the award without incurring any liability.
