The Urban Development Corporation (UDC) is inviting local and international investors to enter into a long term joint venture agreement with the Corporation by submitting proposals to design, build, finance, operate and maintain a multi-storey parking garage in the downtown Kingston.
The UDC projects that the purpose-built five (5) storey parking facility on Orange & Port Royal Streets will accommodate 885 spaces spanning 23,647 square metres. The building will feature special renewable technology and will also make use of a grey water recycling programme and boast an automated entry/exit system.
Investors are expected to demonstrate proven experience in the real estate and/or infrastructure sector and can access the Request for Proposals (RFP) document at the offices of the UDC, at 12 Ocean Boulevard, downtown, Kingston, between the hours of 9:00a.m. and 4:00p.m., Monday to Friday, upon payment of a non-refundable fee of US$1,500.00 dollars by cash or Manager’s Cheque to the UDC. Final date to purchase bidding document will be April 26, 2019.
Further information will be available in an electronic data room for the Bidders. Failure to directly purchase the RFP Document from the Procuring Entity will result in ineligibility/ non-responsiveness of that bidder from
participating in the procurement process.
Prospective proponents may seek and receive clarification of any part of this RFP at any time, on or before 4:30 p.m Friday, May 10, 2019.
The “technical” and “financial” sections of the Proposal are to be packaged separately in sealed envelopes which are to be marked accordingly (that is, ‘technical’ and ‘financial’). Both envelopes are to be placed in a third envelope, sealed and labelled “Joint Venture – Multi- Level Parking Garage in downtown Kingston,” and addressed to The Director, Strategic Sourcing & Procurement Department, 7th Floor Urban Development Corporation, 12 Ocean Boulevard, Kingston Mall, Kingston. Sealed and labelled Proposals should be deposited on or before Thursday, 27 June 2019 no later than 2:00 p.m.,
Tenders submitted after this time and date will automatically be disqualified. The opening of proposals will commence at 2:15 p.m., on the same day of the closing on the Ground Floor of the UDC Office.
The UDC continues to spearhead the redevelopment of downtown Kingston with a multi-stakeholder approach. Work is currently being finalised on the Ministry of Foreign Affairs and Foreign Trade Building while new
facilities at the Red Rose Fish Market and Jubilee Markets have been completed. New life has also been injected along the waterfront with the lease of the Victoria Pier building and a myriad of events at the Festival Marketplace adjacent to the Kingston Craft Market.
