The Construction of an Integrated and Mixed-use Housing Development and Primary Infrastructure Solution in Caymanas, St. Catherine

The Urban Development Corporation (UDC) the major urban development agency of the Government of Jamaica, is the owner of lands in Caymanas, St Catherine, and invites Request for Proposal (RFP) proposals from qualified Persons with adequate financial capability and a demonstrable track record in residential housing development and primary infrastructure development; to partner with the UDC under a JV Agreement for the designing, financing, construction, marketing and selling of an Integrated and Mixed-use Housing Development and Primary Infrastructure Solution based on sustainable development principles on lands part of Caymanas, St. Catherine and St. Andrew.
The overall Caymanas Estates Development Area (CEDA) development will see the creation of commercial, light industrial, residential and institutional investment opportunities via seven development blocks in, St Catherine. In addition, the Corporation is seeking to prepare approximately 100 acres for sale to facilitate commercial activities as part of the CEDA Plan.
Entities interested in this opportunity are requested to submit in accordance with the procedures stipulated in the RFP, which is available on the UDC website at https://udcja.com/business-opportunities/. The document is also available at the address below for a non-refundable fee of Ten Thousand Jamaican Dollars (JA$10,000.00) as of Tuesday, November 28, 2023.
Prospective proponents may seek and receive clarification of any part of this Request for Proposal (RFP) at any time, before March 28, 2024.
The Bidder is required to submit one (1) Proposal which shall comprise the following:
- The Legal Documents.
- The Technical Proposal; and
- The Financial Proposal.
Proposals are to be submitted in the following format.
- One (1) original paper hard copy; and
- One (1) PDF or Adobe Reader electronic copy on a USB flash drive, of both the Technical and Financial Proposals as well as the Legal Documents. Include separate folders on the USB flash drive for the Technical and Financial Proposals and a separate folder for the Legal Documents.
The one (1) original paper hard copy should contain the Legal Documents as well as the Technical and Financial proposals. Each are to be labelled as above and packaged separately in sealed envelopes. The three (3) envelopes are to be placed in a fourth larger envelope along with the USB flash drive along with the Bid Submission Checklist, sealed and marked with the text:
