REQUEST FOR PROPOSALS LEASE AND DEVELOPMENT BLUEFIELDS BEACH PARK, WESTMORELAND

The Urban Development Corporation hereby invites qualified individuals and entities to submit comprehensive proposals for the lease, development, and management of Bluefields Beach Park, along the western end of the Bluefields Bay area, registered at volume 998, folio 52. This strategically located site spans 11.97 hectares (29.58 acres) and presents an exceptional opportunity for the establishment of recreational facilities that will enhance the local tourism landscape. The lease agreement will be granted for a medium-term duration of 20 years, with rental reviews every three (3) years, with annual increases tied to the consumer price index (CPI), allowing for significant investment and development potential.

Eligibility Criteria:
Bidders will be required to submit with their proposals the following:

  • Valid Tax Compliance Certificate Letter or Tax Compliance Certificate (TCC).

Proposals submitted without a valid TCC will be automatically rejected.

Collection of Information Memorandum Document:

Applicants are invited to submit offers in accordance with the procedures stipulated in the Information Memorandum Document (IMD), which is available on UDC’s website at https://udcja.com/tenders-rfps-and-leases/. The document is also available at the address below, as of May 5th, 2026, between the hours of 9:00 a.m. and 4:00 p.m., Monday to Friday, upon payment of a non-refundable fee of JMD $10,000.00 by cash or manager’s cheque to the Urban Development Corporation.

Submission of Proposals:

Bidders are required to submit one (1) comprehensive proposal. Proposals are to be submitted in the following ways:  

One (1) hard copy

One (1) PDF electronic copy on a USB drive. USB flash drives should be: free of viruses, must not be password-protected or require the installation of software to read files.

Sealed proposals must be deposited by June 10th, 2026, no later than 2:00 PM in the tender box on the Seventh (7th) Floor of Urban Development Corporation (Office Centre Building), 12 Ocean Boulevard, Kingston, marked Request for Proposal Lease and Development of Bluefields Beach Park, Westmoreland. Proposals submitted after this date and time will be automatically rejected.

An official public opening of bids/offers will commence at 2:15 p.m. on the same day at the offices of the Urban Development Corporation (Office Centre Building), 12 Ocean Boulevard, Kingston.
